Train Whistles

I know of 2 people who complain about the train whistles at night and also walk across the bridge encouraging children to do this same dangerous act. I can think of only 2 remedies to this situation. Build a foot bridge or stop crossing it. The latter obviously will not happen. Let me know how you feel about this topic.
