Annual residential utility bills are mailed in January. These bills cover the cost of providing such services as clean water, collection and disposal of garbage and recycling, landfill management and ensuring that waste water is properly treated and disposed of. These bills can be paid in full on receipt or in quarterly installments but must be paid by 4:30 p.m. on December 31, 1998. Interest will be charged on unpaid amounts as of January 1, 1999.
